Special Enforcement Plan

On October 9, 2007 a Special Enforcement Plan Workshop at the AIA outlined the Department of Buildings “comprehensive enforcement plan to raise the bar for construction safety standards citywide.”

The training session led by the Department of Building staff included:

  • Special Enforcement and False Filings – Special Enforcement Plan
  • The “New” New York City Construction Code
  • Controlled Inspections – TR-1 Process and Form Revision

The Special Enforcement Plan began on July 3, 2007 when Mayor Michael R. Bloomberg and the Building Commissioner Patricia J. Lancaster first announced the plan, allocating $6 million and over 60 additional staff. Implemented in three phases, the AIA training session highlights Phase I.

In that context, the False Filings Legislation S4604-A7746 was discussed. This legislation concentrates on the Professional Certification process. Currently, it has passed both Houses and although strongly opposed by The New York Society of Professional Engineers if signed by the Governor will affect the Professional Certification Program as well as Local Law 11/98, TR-1 and the Directive-14 Program

Construction Site Abuses are rapidly being addressed by this new initiative by adding new staff. The Site Work Offenses (SWO) are increasing.

Citywide, 700+ inspections have been performed, 150 SWOs issued and 65 sites backfilled.
