This is to remind all individuals involved in hoisting rigging works (not employed by a licensed rigger) are required to undergo Department approved training or to have a national certification approved by the Department under the 2014 NYC Construction Code. Training and certification needs to be completed before July 1, 2016.
Although it might be duly noted as well that there are still particular types of hoisting rigging that requires the supervision of a licensed rigger with crews employed by such. One example of a type of rigging hoisting activity is tower crane assembly, jumping and disassembly which requires it to be “supervised by a licensed master or tower crane rigger. Rigging crew members must be employed by the licensee. The rigger and crew must have completed a Department-approved 30-hour tower crane training course”
This notice also doesn’t apply to suspended scaffold operations or hanging/attaching of signs which both have their own compliance requirements and noted under different notices.
Supervisors
Individuals doing supervisory work for hoisting and lowering of articles on the outside of a building and is not a licensed rigger or a designated foreman employed by a rigger must complete the following an initial 32-hour rigging supervisor course and a 16-hour rigger supervisor refresher course every 4 years thereafter or have a valid certification for a Rigger Level II and Signalperson from the NCCCO (National Commission for the Certification of Crane Operators).
Crew members
On the other hand, individuals who do work for attaching or detaching loads from the hook of hoisting equipment in concurrence with the hoisting and lowering of an article on the outside of a building and their signalpersons who are not employed by a licensed rigger is required to complete an initial 16-hour rigging worker course and an 8-hour rigging worker refresher course every 4 years from then on or or have a valid certification for a Rigger Level I and Signalperson from the NCCCO (National Commission for the Certification of Crane Operators).
