Directive 14 of 1975 allows for authorized Architects or Engineers to ‘sign off’ completed construction projects instead of a DOB inspector. This directive allows for a limited plan evaluation though and professionals who underwent the certification program to allow them to certify that plans filed with the DOB comply with all applicable laws. These professionally certified plans need not go through plan review. Here are some considerations:
New York City Building Code and NYC Administrative Code
Since applications for D14 (Directive 14 of 1975) exclude changes to occupancy or egress, the main review done for compliance with the NYC building and administrative codes only includes accessibility for people with physical disabilities; mechanical and plumbing systems; storm water disposal; fire protection and site safety requirements.
New York City Zoning Resolution
On the other hand, use, egress, occupancy, number of stories, number of residential dwelling units and parking spaces are not permitted to be filed under D14. Horizontal enlargements that influence floor area and open spaces can be filed under D14 though.
New York City Fire Code
It is necessary for rooftop access for firefighting operations to be maintained. In this regard, alterations for antenna, solar panel and mechanical units may be affected by this requirement.
New York City Energy Conservation Code
Alterations to the buildings heating, lighting or mechanical systems or building envelope should comply with the NYCECC (New York City Energy Conservation Code). Clearly designated progress inspections are also required.
Other agency approvals are also required depending on your building requirements. If the building to be altered is on a landmark district then approval from the Landmark Preservation commission may be required while adjoining wetlands will require approval from New York State Department of Environmental Protection and the likes.
