The second egress point also cannot be more than 44 inches from the floor. Simply put, the windows should be big enough for an average person to crawl out of it and it should also be easily accessible.
If you have a second egress, then you will have an easier time converting your basement, but if you don't, then you will have to construct one and that in turn is another round of permits that you need to procure in order for construction to ensue. The unit should also have their own entrance and exit space as well as their own sink, toilet and tub.
