June 18 2014 marked the addition of BIS required items which will be auto-populated based on data acquired from the Department of Environment Protection Office of Environmental Remediation or OER. These added requirements necessitates the need for a Notice of No Objection, Notice to Proceed, and/or a Notice of Satisfaction from OER. These notices will address the little 'e' designations outside of special zoning areas including Restrictive Declarations (Hazmat, Noise and/or Air).
As such, these changes will have the following impact on jobs moving forward
- Applicants will need to resolve these little 'e' restrictions city wide not only Hazmat conditions
- The addition of this Restrictive Declaration (RD) to the BIS, properties that didn't have these little 'e' restrictions might find themselves with RD restrictions.
Effective June 18, 2014, BISWeb labels related to environmental restrictions will now be added to the auto-population of such required items. The changes are as described below:
On the BIS Property Profile, the previous label "Little ‘e’ Restricted" will appear as "Environmental Restrictions." The field will display the associated Hazmat, Air and/or Noise restriction, the field will display multiple types of restrictions if applicable.
On the BISWeb Application Details page, the BISWeb label for the checkbox in section 9 will be changed from Little "e" Hazmat Site to "Environmental Restrictions" (Little "e" or RD).
In addition, the checkbox will auto-populate if associated Environmental Restrictions is found.
On the eFiling, DEAR and PAA screens, instead of the question "Is the site or building a "Little ‘e’" Hazmat site?" it will now read: "Are there Environmental Restrictions (Little ‘e’ or RD) on this site or building?"
On the electronic/auto-generated PW1, the "Little ‘e’ Hazmat site" label will now be "Little ‘e’" or RD Site.
Such restrictions will need to be addressed once they are populated into your application to ensure approval and avoid penalties and violations that can further delay the work.
